Regulates cilia formation by organizing the apical actin cytoskeleton and positioning basal bodies at the apical cell surface, essential for proper ciliary microtubule orientation. Contributes to cell polarity definition via its role in ciliogenesis, not via convergent extension. Indirectly affects hedgehog signaling.
