SNAPC3는 RNA polymerase II 및 III small-nuclear RNA 유전자의 전사에 필요한 SNAPc 복합체의 일부입니다. 이 단백질은 proximal sequence element (PSE)에 결합하며, 이는 두 유형의 유전자에 공통적인 비-TATA-box 기본 프로모터 요소입니다. SNAPC3는 TBP 및 BRF2를 U6 snRNA TATA box로 모집합니다.
